The only effective way to turn around to move upstream in a current, is to remove the tension on the tether. Run the ROV in reverse to remove the tension, then as the ROV floats free in the current, you will have more rotational control. If you do not relieve the tension on the tether the ROV will pivot slowly and then break sharply only to spin too far and end up facing downstream again.
